I was a big Windmill White fan back in the day. Loved his antics and had the pleasure of meeting him. But the answer to your question is no.
He might make it entertaining for a few rounds with his comparable height and reach as Foster, but that's also predicated on finding Foster in a forgiving mood. I see it over within 5.
The Windmill seems to have been a good mix of awkward and durable, but he never fought a puncher of Foster’s caliber. The better fighters he fought beat him, but few stopped him. He was good enough to be California state light heavyweight champion for a good while, which is something, but that’s local — Foster was a WORLD champ. I figure Bob’s likelihood of being in a charitable mood against a guy who he figures is trying to clown him isn’t good. I, too, see him lowering the boom fairly quickly.
Ray Windmill White was more of a barn entertaining fighter rather than a serious contender, he had a few fights on the weekly televised fights called Boxing From The Forum, televised by NBC every Friday Night from 1970-1972 along with fighters such as Ruben Navarro and a young Schoolboy Bobby Chacon. Bob Foster might get a little annoyed by the foul antics of White, such as the backhand and rabbit punch as he sticks out his tongue for the laughter from the crowd. Foster stops the dreaded Windmill in the 4th round, he would look like a windmill on a very windy day after tasting Foster's left hook.
If they fought in the condition in which both are today, yes. Otherwise, no. The last time I checked Bob Foster died in 2015, and Ray White was still alive and doing well in California. Hopefully, that is still the case.
