Could Roy Jones Jr. have won the heavyweight championship from someone like Andy Ruiz Jr.?

I'm as big a fan of RJJ as there is. I consider him the best SMW and LHW of the past 40 years. Absurdly talented in his prime. He was simply practicing a different sport to everyone else. But …

… his winning of the heavyweight title against John Ruiz was a cynical piece of stage management and nothing more. Simply picking the slowest and most average heavyweight champion I can personally remember with the exeption of walking punchbag Charles Martin (yes I include Buster Douglas in that).

And, in some weird act of karma, solidifying his body at nearly 200 pounds completely ruined him for good. He was never the same at 175 again.

Any big punching HW with half decent skills shatters that glass chin. So no. He's lucky fraud John Ruiz had a belt for him to snatch.
