Napoles would probably be the greater fighter, Saldivar did have an HOF career: Ruled a very deep Featherweight division,was an excellent pressure fighter, had a very excellent resume, and is one of the greatest Featherweights of all time.

The point i was trying to make was that Napoles wasn't the only great and famous Boxer coming out of Mexico around that time.

While I dont think they are the best they are very good. What they and Puerto Rico have done in the history of boxing is nothing short of amazing. Small countries with loads of champions and talent.
