    Say he has a mandatory......say gamboa. now gamboa is managed by a german promoter.

    now the german promoter wins the purse bid.

    valero has to come to germany to defend.

    and the german comission/doctors wont allow him to fight cause of his medical history.

    THEN WHAT????

    then Gamboa's promoters have to hold the fight somewhere else or Gamboa will lose his mandatory spot
