Could you argue that Harry Wills was the best heavyweight in the world in 1916-1918?

We all know Wills never got a shot with Dempsey. But what about post Willard v Johnson. Could you make a case that Wills for a 1-2 year period was actually the best heavyweight in the world?

Willard was 35 years old by the start of 1917. In this year, I think Wills who was in his prime at age 24-25 would have taken him.

I agree he was the best in the world in 1917, but by 1918 Dempsey had come into his own and would've taken him out

I have an idea for a new thread. Sometimes the best in the world is not the champion
