How could Floyd have known in advance that Pacquiao wouldn't agree to the test? That's impossible. I've asked this question for several years and never gotten an answer. Plus it was a 40 million fight, a drug test is insignificant to the money both fighters would have made. There's too much money to be made not to take the test. Plus both guys would have taken the same test. LMAO, no way in hell that Floyd or any fighter not as liked as Manny would have gotten away with refusing a drug test if it were the other way around. Anybody else would have been crucified at the stakes. Imagine if Manny asked for the test and Floyd refused. He'd be shitted on relentlessly.

If you have the opportunity to do something you say you want to do and get more spoils for it relative to what you've been getting, you would do it in a heartbeat. No test or exam of any kind would stop you unless those tests or exams might reveal something worth hiding that you would pass on the opportunity you have previously said you would jump at.
