Create a ppv card that would garner the most buys. 4 fights allowed. Mine would be:
    Muhammad Ali vs Mike Tyson
Sugar Ray Leonard vs Oscar De La Hoya (welterweight)
Floyd Mayweather Jr vs Manny Pacquiao
Roberto Duran vs Julio Cesar Chavez (lightweight)

For most PPV buys it would have to be exiting so i'd pick

    Muhammad Ali vs Mike Tyson
    Jack Dempsey vs Joe Louis
    Sugar Ray Robinson vs Leonard
    Roberto Duran vs Henry Armstrong

Right now in 2012, of any historical fighter?

Ali vs Tyson. This one can't be beat.
DLH vs Leonard. You picked this one right.

Mayweather has been in a few dissapointing fights excitement-wise, and while he's well-known to the general public for a non-heavyweight, he doesn't belong here imo. Heavyweights should do best.

    Mike Tyson vs Joe Louis.
    Ali vs Joe Louis.

It's boring, but Ali and Tyson are names every joe-schmoe knows.

Edit: Oh, a card, so no duplicate fighters?

    Tyson vs George Foreman.
    Ali vs Joe Louis.
    Leonard vs Julio Cesar Chavez.
Oscar De La Hoya vs Sugar Ray Robinson.

Not the most competitive matches, especially the last two, but every match has at least one household name.

Ali vs Tyson is an obvious headliner.

After that, assuming we're talking about a modern fan base purchasing the PPV here, then I'd pick Mayweather vs De la Hoya, Hatton vs Gatti and Haye vs Evander at CW. Basically fan favourites guaranteed to be put into exciting (if not necessarily competitive) fights.

Limiting things to 4 fights, I might go with the following:
Max Schmelling w/Hitler at his side (World Champion) vs Joe Choynski (Jewish Champion) w/Joe Louis in his corner.
Georges Carpentier (French Heavyweight Champion) vs Louis Angel Firpo (Argentine Champion)
Lionel Rose (World Bantamweight Champion) Austalia v Manny Pacquaio - Philipines
Ruben 'Hurricane' Carter vs the Raging Bull Jake La Motta

I have tried to make go with guys who would make the most publicity and garner the most interest in various different parts of the world but who would cost the least money to put on, hopefully meaning that even if i dont get as many pay per views, i would still make the most money.

I thought about that, but the UK is the only place in Europe that has a proper pay per view market. Boxing in Germany is still shown on 'Network' TV.
