His mandatory is Andrew Selby, to whom Rosales already lost a unanimous decision eleven months ago. Most of the rest of the WBC top 15 contenders at flyweight require taking an eastbound plane, as the only presently verifiable challengers in his own hemisphere are José Francisco "Chihuas" Rodríguez Jr. (#5) and Maximino López Flores (#15). Previously both Moises Fuentes and Mario Andrade were ranked ahead of Flores, but that was before the former was unceremoniously blitzed in February by Higa, with the latter dominated by 14-0 Junto Nakatani just ten days ago - results which ought to precipitate their dropping out. IMO he'd be wise to duck Selby, as he is pretty high risk and less apt to play to Rosales' strengths (and likelier to produce a snooze-fest) than any of the Japanese or Thai contenders populating the rankings. Or if not "duck", let's use the more diplomatic "save for later", playing a good old fashioned game of kick-the-can down the road. El Látigo with his length and style could on his best night match up favorably (and certainly have memorable battles) with any of the Asian flies, save perhaps emergent Pakistani buzzsaw Muhammad "The Falcon" Waseem...currently the next in line behind Selby.
I think he should pick any of the Japanese top 15 guys for his first voluntary...so, Tanaka, Kuroda or Kogawa. It lets him capitalize on his profile there being heightened from the Higa victory, and he's way likelier to get robbed defending his belt in Thailand.
