It's because he's been taken around the country fighting on the undercards of big events. The advantage of being a small hall fighter is that 9 time out of ten your fighting close to home, and it gives you the chance to build up a decent following. Take Masher for example.
Assuming the original guess was correct, it's also because he talks a load of ****e about being a fantastic fighter and then puts glass eyes to sleep with his performances.
If it was Cardle only selling 28 tickets his comment about giving Masher a pay day looks just ridiculous especially as Masher is the ticket seller of the two.He on sales alone would of covered the purses on both their fights.
Considering Hearn only staked £500k on the Burns fight Matchroom would easily make a profit on that night you'd think with the Sky rights fee of around £150k and sponsorship/endorsements.

He definitely said 12,000 was break even pre-fight, and that anything after that was profit. It was suddenly 20,000 to avoid a loss post-fight. Boxing promoters have been known throughout history for dishonesty, why people think the Hearns are any different is a strange one.
