I was checking some of his bouts out and not only did he have skills he was tough and fought everyone mostly when they were in their primes. And yet nobody ever brings him up which is a shame because at his best he was capable of beating almost anyone.
I don't think I saw anyone having an easy time with him and that includes a PRIME Erik Morales. What are your thoughts on him?

    Nah

He was good but a favorite of the WBC.

He did have toughness and longevity but was never a great fighter.

Outclassed by truly outstanding Fenech (shutout in a non=title fight), twice decisoned by Harold Petty, easily dethroned in a wide decision by Miguel "Happy" Lora and stopped by Eric Morales. He was losing to Freddie Jackson when Jackson was DQd for low blows in their WBC Bantamweight title fight. He was also stopped by and engaged in a draw with Tracy Harris Patterson.

Best wins probably a decision over the tough, busy but ultimately oft-beaten Wayne "Pocket Rocket" McCullough, and a decision over the solid Hector Acero Sanchez. He was also held to a draw by Acero Sanchez.

He won the WBC 122 title for the first time with a tko of a once great, but aged comebacking Carlos Zarate, who didn't belong in a title fight. But, being a Mexican legend got him one.

Zaragoza is one of those guys who made the iBHOF and you are left scratching your head.

Being a WBC favorite certainly helped him.

He beat a lot of good fighters. He beat Banks,Ayala,Durate, and held Patterson to a draw when Patterson was 47-2.
He went the distance with a prime Fenech when most weren't and Lora at that time was pound for pound one of the best.

Maybe. He had some outstanding traits: clever, awkward southpaw style, liked to invest in body punching, and he had nerves of steel, which meant he never got discouraged by a loss and he managed to put together an IBHOF worthy resume due to his shocking longevity (considering he fought in a lower weight class).

But on the downside, his liabilities meant that he didn't put together very many win streaks

Duarte and Ayala were at the end.
