Yeah, I was impressed with the way he went about taking care of business in the rematch compared to the way he boxed when facing El Terrible the first time. And it was pretty much the same guy he was facing in both fights. He's definitely had a good year, that's for sure.
He easily deserves this honor, Ward only has the one win, Donaire hasn't had the type of performances he's had and arguably fought no better opposition.

His resume this year is clearly, clearly behind Donaire. Donaire's win over Nishioka is far more impressive and meaningful than Garcia's win over Khan. Not even close. Then, you're left comparing super old and unproven at 140 Morales, one UD and one TKO4 to decisions over Wilfredo Vazquez Jr. and Jeffrey Mathebula, one a recently dethroned titlist at the weight and one an active titlist at the weight. The Mathebula win is better than either of the Morales wins without a question, and the Vazquez win is better than the Mathebula win. Really, anyone who thinks Garcia has had a better year than Donaire is simply crazy.

Garcia leap frogged others to get a shot at Morales int eh first place. For me he is one of the weakest champions out there.
