They're just waiting on the contracts to be signed to make it official. Looking at the WBC top10 ranking. The only possible opponents are: 7. David Lopez 8. Marco Antonio Rubio 10. Matthew Macklin I'm guessing it's going to be Rubio.
How can the no8 and (edit) no23 (Lemieux) fight in an eliminator? Oh wait, it's the WBC... Which is a thing of a beauty, because at 160 we have Sergio Maravilla Martinez as the champ, Sebastian Zbik as the interim champ, Julio Cesar Chavez Jr. as the silver champ and shortly we'll have Lemieux as an official challenger - so don't expect Lemieux getting a title shot anytime soon, therefore they should happily spend the sanctioning fee on themselves, while the WBC can **** themselves.

Rubio would be a good step up for Lemiux and a tough fight if it happens. Rubio is a solid but unspetacular veteran and probably is sitll a top 10 middleweight. If this was on with the Diaz-Urango match that would make for an excellent ESPN card.
WBC ratings were updated a few weeks ago, certainly since Davids last fight. Mundine has gone down to Light Middle.

Lemieux has a high work rate and some serious fire-power. Last time Rubio faced those attributes he put on his turbo-charged track shoes. Lopez/Lemieux is a fight I would love to see. Devlopmentally Lemieux needs to fight a guy like Lopez in a 20 X 20 ring. However, David Lopez hasn't fought since April 2009.
I'd rather See them get this fight on BAD. HBO needs to realize that the middlewieght division is about to become the gift that just keeps on giving to boxing....and if they want that pot to be mega huge they should start investing in pumping up guys like DL and golovkin and pirog and others...in addition to the work they are doing with Jacobs.
It's a co-production with Gary Shaw so I'm guessing one of his guy will make the semi-final. the rest of the undercard will be crap. The main attraction is well... the main event.
