Probably Tua. But it's more interesting to discuss what was the last version of Tua that could beat Valuev. In 2006 Valuev staggered only once against Monte Barrett when he got hit by an OH right, and then proceeded to beat Monte his crap out of him. In 2010 Tua got dropped by Monte and drawed. Tua was way past it, but I've got my feelings so was Monte. I think around 2003-2005 might not have been able to beat Valuev anymore, maybe even a little bit sooner.
