no Loma dropped the belt and applied for franchise status, it’s crazy to me because when the title was made for Canelo it was pretty much just the right to first Mandatory to the WBC Champ regardless of division.
Also Lopez avoided Haney from what I’ve seen

"The Franchise Boxer is a special designation and privileged status which the WBC may bestow to a current WBC World Champion, who is also an elite boxer, and who has achieved and maintains the highest of stature in the sport. Under governing Rule 3.26, in its discretion, the WBC may, upon a 2/3rd vote of the Board of Governors, designate in each weight category one WBC Franchise Boxer."

    As per the WBC website

I dont think you apply for it mate. I think the WBC "bestows" the franchise status upon you.

I don't think Teo really avoided Haney directly. From memory he opted not to enter in the 4 man WBC tourney which I believe was only actually for the no1 spot at the time.
Went the route to fight Commey for the legit IBF belt and the rest is history.

Canelo and Loma situation are not alike.

In fact, WBC created 'franchise title' is to solve the problem they had with Canelo.

As we all know, Canelo had been holding WBC Middleweight title for years since he beat Golovkin. However, no one inside WBC including the president himself dare not force Canelo to order him to fight in mandatory bout, while the official challenger Jermall Charlo waited too long in uncertainty. Since the president desperately wants to keep his good relation with Canelo, he could not strip him off the title and he also could not bear to see Canelo throw his WBC belt to nearby trashcan. Unlike other boxers, Canelo has reached a status where he is bigger name than the organization itself. Therefore, Sulaiman created a specific title which looks like a prestigious title of higher level, but actually a demotion. Thus, he could remove Canelo from his official position as champion without offending him. The special rights and priviledges within this 'franchise title' were all tailor-made for people like Canelo, like the titleholder could not be challenged by anyone including the official champion and can only be otherwise and under the terms of franchise titleholder.

Now, let's talk about Loma situation. First of all, Loma become WBC champion because WBC allowed him to challenge their first ranked contender and an official challenger (Campbell was supposed to fight the previous champion Mikey Garcia). Normally, when the title is vacant, the organization must arrange title fight between 1st and 2nd ranked. Somehow, Loma was given greenlight to fight for the vacant WBC belt and the winner also would become champion in WBA and WBO. Loma eventually won the fight and crowned as new WBC champion. So where does the confusion happen ?

Before submitted Loma formal request to WBC to fight for vacant title, actually WBC already arranged an eliminator bout for the 2nd and 3rd ranked contender, Zaur Abdullaev and Devin Haney, to decide who will challenge Campbell in title fight. Because of allowing a champion of other two organizations to fight Campbell, WBC messed up their own succession plan. This invited a heavy protest especially from Hearn. After the fight, actually WBC has planned Loma to fight a mandatory against the winner of Haney-Abdullaev. However, again their plan looked to be messed up once again when both Loma and his promoter Arum anounced that their next plan is to fight the winner of Lopez-Commey. In order to make things right, Sulaiman offered the 'franchise title' to Arum and Arum who won't lose a thing said yes and told Loma to take the deal. Later, Loma accepted it without knowing that being 'franchise title' means he'll no longer be the official champion of WBC (Note : This is contrast to WBA where the 'Super' version outtop the 'Regular' one). And the belt and status that he obtained by going through hard-fought 12 rounds fight a month ago will go to the hand of the guy who just won two weeks after his last fight.

So, is Loma at fault here ? Absolutely not. He tried to unify the titles, but some people was trying to cheat and rob him blind.

I don’t know how much you trust the word of Suliman but according to him the only fighter who was “bestowed” that title was Canelo his own words Loma, and Lopez or there team Applied for that title so they didn’t have to fight a mandatory.
Like I said Loma is one of my favorite fighters currently but he swerved Haney.
