    I think Welterweight is the absolute standout, with Lightweight and Light-Heavyweight very, very close behind. I'd say those three have an edge over the rest.

    You have a point, but Hamed was not elite, he was very sloppy and would always have been exposed by elite fighters.

    Just using maths:

    In the time period (1880s to 1980s) I suspect the mode for men in shape is around 10 and a half stone, thus Welterweight is the answer.

    Having Robinson, Leonard and Mayweather in a division gives that weight class a head start even before throwing in the rest to be added.
