I think that Liston tried to make an Ali Williams fight a condition of a title shot at one stage. You might argue that he could have found better obstacles to put in the way, but I am only quoting what I understand him to have said.

He dd indeed. You seem to be making my argument for me. A champion can have misguided ideas about the relative merit of certain contenders. A policeman is whoever a champion uses as a shield, even if they are misguided.
But Liston never used him as a sheild since rischer and kirk barrow were never in line for title shots. however, using Liston as his ref in one of his hometown fights might make Liston wiliams's policeman?
