Povetkin also could've not failed two PED's tests. Ortiz and Povetkin are from the same tier though so you aren't making the point that you think you are. Stiverne did test positive, but it wasn't last minute and he already had a history with the WBC. He still paid a large fine. It was a fairly low level PED too.
