Stiverne was the least qualified champion possibly ever. He got handed a belt for winning rematch of his 1st eliteish win. There was never a 2nd one. He wasn't large, imposing or dominant in his wins. He wasn't undefeated, he didn't have one loss. There was really no basis there to get that shot. Theres about 400-500 HW non champions with better resumes. I might be undercounting it.

Many have criticized The Dossser's resume and argue he's overrated, including myself many times, but to be fair can we not say the exact same about all fighters from across the pond, especially modern ones? I believe we can I really do. Don't get me wrong, they've produced some decent fighters over the years from their shores and dare I say even a few great ones too But if I want to watch a display of the sweet science ie. elite boxing skills and defence I'll just watch Brits, Ukrainians, Cubanos, Japanese etc If I watch to watch a proper good old-fashioned slugfest and FOTY wars between iron-jawed warriors I'll just watch Brits, Mexicans, Japanese etc. And if I want to watch power punching KO artists and HL reel KOs I'll just watch Brits To be perfectly honest, you get the whole spectrum with Brits and one really doesn't need to look elsewhere
We can apply basic common sense to rankings. There is no reason to believe Kownacki was ever top 10 or top 15 in reality. His rating was due to people using guesswork in a division where the top guys or allegedly top guys generally won't fight each other.
