They are both juiced to the gills. Miller was simply too dumb and unprofessional to get caught, and he didn't have deep enough pockets to make a "charitable donation" to eradicate the chance of a detection.

Both at their best, meaning Chisora in his prime and Miller all the PED's he can get his hands on, I'd favour Chisora. Chisora is simply more proven, fought better competition while Miller has never really stepped up. His best win is probably Washington which isn't impressive at all, I wouldn't even call Washington a gate keeper.

 

Without PEDs Miller will not beat Kingpin Johnson, never mind Chisora.

Despite Miller probably still having a whole lot of benefits of his many years of drug use, he needs to be full on them to be able to beat the likes of Chisora.
