As skeptical as I am of Haymon, if he makes this work and putting on decent fights isnt just for the "honeymoon phase" I will be happy. Still, the downside seems to be that it will be the "Haymon League" with Haymon acting as resident Dana White. Well, we will see how it goes I guess.

Not necessarily. NBC Sports will still need to be purchased through a mid-level package with cable and satellite providers. No different from HBO and Showtime. Every budget minded individual with lower packages will still not have access to this channel, however they may have an HBO or Showtime add on. As far as I know, you need to upgrade to a specific package to get NBC Sports.
If you have it then yes you will be able to watch it. I am hearing that Haymon is trying to purchase time on Spike as well.
