I think Tiger was maybe a bigger hitter, but I don't see him stopping Hagler (unless its on cuts). So, I say it goes to a decision, and Hagler was the better boxer. I think he'd get this one using his jab and punching in combination. Hagler had pretty good movement in his prime. I'd say Hagler in the 10-5, 9-6 range.
Hagler has better skills and footwork ,togehter with an iron jaw I take him to dec Tiger ,ala Giardello.
If Hagler got drawn into the wrong fight he could be beaten. If he sticks to his boxing he would win a decision.
