No I dont think Cooper was overly brave. The Brits love him but they also loved Phil Scott and Billy Wells.

The same Cooper who avoided Mildenberger in 1964 priced himself out of a title shot with Patterson, ran scared from Chuvalo, and backed out of a title fight with Jimmy Ellis among others. He was a big noise in Britain but of all of those guys you listed being rated in the 1960s how many did he fight and how many did he beat when they were rated?

You are acting like Cooper was this legend that was going out beating all of these contenders and putting a lot of daylight between him and Mildenberger and he wasnt. He was just a big deal in Britain where I assume you are from otherwise you likely wouldnt care much about him like the rest of the world.

The tape doesnt lie. Mildenberger cut Cooper with a punch. The ref stopped the fight because of the cut, not the supposed headbutt that Cooper initiated anyway. It was a bad call.
