It's very hard to believe Beterbiev wanted to wait until he was forty to unify. It's also unlikely he fears anyone in the division since he is typically the KO-er. None of these punchers fear boxers and usually believe they can eventually catch them and win. However there's a history of point fighters / boxers avoiding the big punchers and ageing threats. A fight would never take this long to make if both really wanted it. It's hard to prove conclusively but the logical answer is that Bivol has been dodging it.
