How do you know his English is fluent? From a written article atsch You do know when writing an article with someone who speaks poor or no English it doesn't come across in print what he talks like. They just print what is said.

Journalists only apply quotation marks to word-for-word quotes. They don't adjust what people say and then apply quotation marks to them. They aren't allowed to atsch
Plainly you don't know how media articles work Journalists are only allowed to assign quotation marks to what is actually said by the person they are interviewing, and usually record the person saying it as a safety measure should they be challenged on it at a later date. Otherwise a journalist could interview someone. Make up what they like to support a story and then attribute quotation marks to it pretending the person they interviewed had said it. The law protects people from being framed up like that. That's why you can guarantee the words surrounded by quotation marks in the article involving the Frenchman are what he actually said. Word for word. That's how the media work.
This is spot on. The reason for it is because you are legally responsible for what the media quote you as saying publically. It is what's deemed as 'on the record.'
