That certainly is a very puzzling question. However, I think it's even far more puzzling why a previous commission AND an opposing trainer would either deliberately allow him to cheat, or wouldn't check his gloves in the first place.
Cotto's trainer wasn't watching when they were wrapping Margarito's hands. The only guy watching from Cotto's side was a lawyer if I remember correctly.
Were you there when Margarito was getting his hands wrapped for the Cotto fight? You know it's standard operating procedure for the opposing corner to watch over the hand-wrappings. Why were they not doing their job? And by your own admission the commision's integrity is dubious at best...............and we are supposed to believe what they are saying now without question?

Hard to say, the commission wasn't the one to spot the plaster, Mosley's trainer did. Which also makes me wonder, why the hell aren't they doing their job?
Margarito beat Cotto. The style clash was almost guaranteed considering Cotto's ability to take punishment. (Going in I didn't think Cotto would take what he gave like Margarito was willing/Did do.) All the Plaster talk is void here.

I think Margarito cheated against Cotto, but he would probably beat him anyway, it was his chin and work rate that won him the fight, and Cotto fought out a stupid gameplan. Williams would most likely be too big and rangy for anyone at welter, Cotto included.
