In 1989, WBC Super Middleweight Champ Sugar Ray Leonard and WBC Middleweight Champ Roberto Duran agreed to fight at a catchweight of 162 pounds for Leonard's Super Middleweight title. Neither guy even ended up weighing more than 160. Leonard won. In 1992, Meldrick Taylor demanded a catchweight of 151.5 pounds when he challenged Terry Norris for the Super Welter title. Norris accepted and knocked him out anyway. So, in modern times, Leonard and Duran kind of started it with help from HBO and Seth Abraham, the head of sports at HBO at the time, who liked to make fights with champs from different divisions.
