It's very simple. He means it in the context that up to this point, Shane's been too good a fight for not enough money.

I don't think Pac at 50 odd fights gives a **** who he fights as long as the right coin is there and Sugar Shane is the most high-risk, low-reward opponent out there.

When Shane beats PBF, he and Pac wil meet and it will be huge because everyone will be calling for it, but as noted, previously up to this point it hasn't had any traction to sell topline PPV's.

funny how pacquiao made marquez move up 2 division recently. if you label mayweather a cherry picker then you have to label pacquiao one aswell. he fought a shot a morales coming off 2 losses, fought mosley who hadnt won a fight since 2009, he also ducked mosley in 09 when mosley was the best welterweight, not cotto. pacquiao cherry picks a shot cotto. who freddie roach said " the margarito fight took alot out of cotto and cotto has looked good since". even roach admits they cherry picked cotto.
