Yes, after his fight with Richard Hall in 2000, Roy's T/E ratio test came back "five or six times over an acceptable level" and Hall's came back "about ten times an acceptable level" according to Jacob Hall of the Indiana State Athletic Commission. The T/E ratio tests were not followed up with CIR testing to determine the source of their abnormally high testosterone levels, so it isn't clear what they were taking, but it was assumed to be anabolic steroids. The commission couldn't do anything about it as there was no drug testing law in the state of Indiana at the time, but they did get Roy to agree to submit test results to them for his next two fights (one was in Louisiana and the other was in California). He did and both were clean.
