I have him ranked at #8.

I will discuss your points 1 by 1.

For me, size is about weight. Being tall and having alot of reach for your weight is an advantage that I consider as a fighter's abilities like power, handspeed, chin, etc. Yes Vitali has a height advantage but he is very tall for his weight. Look around the heavyweight division there are alot of fighters who weigh 245 or more and are not as tall as VK or even close.

Example are : Lewis, Sam Peter, Danny Williams, Vladimir Virchis, Wladimir Klitscko, and more.

So VK is a tall fighter who fights tall just like in every division you have tall fighters who fight tall. Vitali has often been outweighed in his fights so his size is not really that big an advantage although I agree that against some smaller opponents it would be a big factor.

Vitali is a better mover than given credit for. In fact that awkward lean back style would get him KTFO if he was a bad mover cause his chin is always up in the air. He moves quickly enough and well enough to be able to lean back and keep that chin out of reach. Also offensively Vitali can throw almost any punch. His left hook is only decent but his uppercut, jab, and overhand right are deadly and he can throw to both the body and head. Another thing Vitaly has is anticipation. He can read his opponents very well and that is a skill that size doen't affect.

If Vitali was 215lbs then you have to assume he would probably still be taller than most of his 215bs opponents. He would still have that awkward lean back style with a good chin, good power, and good skills. As for how would he fare against bigger opponents thats a question we can't answer because we can't assume wether he would develop his skills differently. I think that given his natural talent he would manage something but its just baseless speculation. However i'm sure he would demolish Valuev although that isn't really a good measuring scale.

Anyways this is my list right now:

    1. Pac
    2. Marquez
    3. Hopkins
    4. Mosley

Sure, if they are good enough. Skills are skills regardless of the size of the fighter.
