    He doesn't want to fight Pacquiao, so he obviously doesn't care about the deadline.

    Imagine for a little if Floyd had Bob Arum's promoting skills: how easy it would've been for him to come up with the same exact tactic: make it public that he has a final offer on the table (random testing up to the fight) and Pacquiao has 12 days or something to accept the deal or everyone will call him a coward or cheat. And of course Floyd could've put a countdown on his site and the media would talk about Pacquiao's cowardness today instead of Floyd's. In reality however, it is the same two-sided negotiation with both responsible for not making a final deal, as neither side would give up their stance on drug testing. It just happened that Arum was the smart guy to play the situation in his favor, but it could've been Floyd just as easily.

    Both sides are pathetic.
