The only credible source that I saw reporting on this said that his "A" and "B" samples from one day came back dirty and his "A" sample from the next time they collected (like two days later) came back clean.

Again I ask, WTF else do you think USADA should have done? Refuse to test the remainder of his samples? They don't have any authority over the fighters, the promoters, the WBC or the NYSAC who all decided that the fight should go on as planned, so what else could they have done?

morales' A and B samples both tested positive in samples collected 17 days and 10 days before the fight. that's a total of 4 postives.

they could have at least told NYSAC about it or if they reaaly claim to be an advocate of clean athletes, they could have released it to media knowing they have no authority in pro boxing. but of course they would not do that because getting more GBP money is their first priority than having clean athletes right?

Again, WADA principles have nothing to do with a private contract between USADA and the fighters/promoters. USADA wasn't working in any official capacity in this case. They were hired to test and report their findings to the parties involved, and that's exactly what they did.

They're legally bound by whatever contract they had with the fighters/promoters who hired them and not obligated to report anything to anybody who they haven't agreed to report to. The fact remains it was reported, and everyone involved was made well aware of the situation before the fight. The NYSAC, the WBC, the promoters and Danny Garcia all chose to go on with the fight as scheduled, and you can blame them for that because USADA wasn't given the authority to make that decision.
