He should technically have no business fighting at 140 and above. He defies human nature by being able to be successful against elite opposition at welterweight. He could easily make 135lbs if he approached training camp like any other boxer, rather than a Khan preparing for Canelo.

Yes. He's a natural 135-140 pounder if you look at his measurements. Same size as Marquez, Duran, Pryor, or Chavez Sr. He'd have to be as strict with his diet and exercise as most of the other top guys in the sport to make that weight now though. I think he enjoys not having to cut all the weight and kill himself training now that he's a big star. He could get down to 140 easily, and 135 with some effort. I think he walks around at 150 and sheds about ten pounds in training if he's not eating steaks and rice all the time to get up to the welterweight limit.
Yeah, but don't give him too much credit at welterweight. Most of the guys he's fought there moved up from lower weights to and are nearer his size than say Thurman or Brook would be. He could have fought Bradley at light welterweight and he did fight Marquez at featherweight. They weren't the same kind of challenge that a guy like Margarito posed, definitely more skilled, but not as big.
Cotto, Clottey, Mosley, and Chemweather are all big welters. Rios was a fatty draining and killing himself. Algieri's a big dude and probably should have been at welter a lot sooner.
