I think he has the ability but it takes more than ability to be an ATG. You need to focus and consistency to earn the legacy to be an ATG and many talented fighters don't have that or can't maintain it long enough to be regarded an ATG.

This is true, but we will get Spence vs Crawford. Spence is going the WBA against Ugas. Once he win that fight, he's coming for Crawford's WBO to be undisputed. Both fighters know what's at stake here.

What former champions are avoiding him? Fighting former champions is the path pretty much every boxer takes. Why does Shakur get to sidestep that and go straight to championship fights with no experience?
Because he's championship ready like he was at 126. He's a former champion as well at 126. Valdez has been avoiding him since 126. He was mandatory and vacated his title and moved up. Now is avoiding him at 130.
You can’t avoid a guy with 15 fights against subpar opponents.
Let see how he can beat Herring convincingly first. Then after that, unification. For time being, it's still hard to tell how far Shakur can go.
