Ripped no, he lacks the self discipline to get to the point what I called ripped. But he doesn't have to be ripped the problem is no longer the weight he comes in at, which is fine, this is boxing not bodybuilding, it's how his weight balloons up between fights.
Of course, consistently eat under your maintenance calories for the day and do some strength work a few times a week and you'll preserve muscle mass and lose fat, that is scientific fact. All this nonsense about some people just not being built to ever be ripped is so old. Anyone can be 8 % bodyfat, all it takes is discipline and a bit of knowledge about macros etc, which fury does not have.
Ripped also takes some muscle mass although not that much is required. DLH and Algieri are ripped despite being fairly thin. It can be pretty difficult for some people to get a chiseled physique though. Some people have low testosterone, uncontrollable urges to eat, thyroid problems, etc.
