Sugar Ray competed above 160 which is about 3 times- he was ancient and fought bums- no decent record at 168.But this is a mute point- he's not even from Michigan

If the Direll brothers can't compete with the top 5 you aren't naming anyone who are better than anyone who produce the best 168lbers per square mile than the British Isles.

Morales is a drug cheat so that's put's a huge asterix next to his accomplishments. I would find it more believable that's he only did it the time he got caught (than Toney anyway who comes across as a fat lazy twat) though due to his struggle to make weight when he was washed up.

None of the guys on the OP have ever failed a test however.

 

You still haven't named me an area yet, as small as the UK and Ireland, that has produced 13 better 168lb fighters than the one in the OP (than haven't failed a drug test).
