Donaire won against Rafael Concepcion who came in at 119.5lbs in a 115lbs limit. Donaire was not able to KO him though.

To be honest, I can't see that it'd even be an issue. Barring a knockout, I don't think Green will make it close on points.
So it's not always the case but I think those boxers who failed to make weight at the weigh-in were mostly in advantageous position. - Bigger, heavier - Not weight drained, not weak
It is presumed they are at an advantage. A fighter, especially those who train and drain themselves to make weight and does, are coming in weaker than someone who didnt even drain. I think the disadvantage comes in if both fighters are supposedly a good match up. But if the skill difference is too far, i guess even the drained fighter goes on to win.
