In the case of Mayweather, the list of opponents THAT HE HAS NOT FOUGHT is a who's who of top 140-147 fighters. He has plenty of challenges between 140 lbs and 154 lbs, Paul Williams, Hatton, Sugar Shane, Cintron, Margarito, etc. If they're so easy to beat, hell just beat them easy. The only correction, I'd make to what is said is "been challenging". Floyd shut his trap and didnt touch it after Wright accepted and Winky moved on to 60 etc. Yet, PBF made a big deal, called him out, and ran away when Wright was willing a couple years ago.

Mayweather, at this point, cares about two things, as it relates to boxing, money and WBC titles. Shane is the WBC #1 contender and the fight will bring in lots of money. I'm confident this fight will eventually happen.
