at 147, I'd say yes but It is not entirely his fault, though. 147 was not as deep as it is now when he got to the weight. DLH and Mosley had not announced their intent to move back to 147. Cotto had yet to move up. The biggest threats at 147 were a recently defeated Spinks, Judah (who would soon lose to Baldomir), and an untested yet dangerous champion in Margarito.

In all honesty, Margarito posed the biggest threat since he was the belt holder that was NOT coming off of a loss or a fluke win (a la Baldomir). Mayweather (and/or his team) absolutely weighted risk vs. reward and a fight against a large welter like Margarito did not make as much sense as fighting for the linear title.

At 140, the answer is a resounding YES. Floyd took the safe route by lifting a belt from Gatti. A belt that Gatti had on a technicality known as the "super champion" rule. At the time, 140 was considered to be a very deep, if not the deepest, division in boxing. There were several more dangerous fights Floyd could have taken against the likes of Vivian Harris, Junior Witter, Ricky Hatton, N'dou (Lovemore, not Phillip), and of course Kostya Tszyu. Yes, I know, Floyd is a class above most of those fighters and would be heavily favored blah, blah, blah. That's not the point. The point is that all of the above, and even a green Cotto, presented a bigger challenge than Arturo Gatti. Floyd's stay at 140 was 100% about claiming the green strap for that weight.

At 135, he beat (at least once) Castillo. I won't hold the likes of Spadafora, Lazcano, Johnston or Dorin against him because I hold Castillo in a much higher regard than anyone else at 135 at that time. I truly feel that Mayweather beat "the man" at this weight so I give him credit for 135.

At 130, the same goes. While fights against Casamayor or Freitas were intriguing, neither one held the clout that Corrales did. By beating Corrales, and doing so in such a decisive manner, Floyd distanced himself as the cream of the crop of this weight class.

In closing:
at 130: Floyd may be the best ever, with apologies to Arguello.

at 135: Top 10-15. This is an old division with a lot of history. Floyd beat a fellow great lightweight at 135 so yes, he earned his stripes.

at 140: Absolutely not. Beating Bruseles and Gatti does not say much about Floyd at this weight. Cheap belt grab, IMO.

at 147: Maybe. While Judah is not a great fighter, he was an X factor that had the physical attributes to test Mayweather. Mayweather adapated and overcame. When he got to the weight it wasn't that deep. Now, it may be the best division in boxing. Floyd says he wants to retire. I'll give him the benefit of the doubt and not assume he's retiring to avoid a challenge.

at 154: Floyd is not ATG but didn't duck anyone. The only reason he fought at this weight was to fight Oscar, who demanded the fight be at this weight.

You're contradicting yourself here man. You say that Floyd isn't that much of a draw, but Mayweather v. Cotto will do 700,000 buys? Cotto's last fight didn't do that many, so what are you getting at?

Cotto - During Floyd's time at 140 Cotto was a stablemate that Arum would have never put in against Floyd. Especially after they seen what he did to Cotto's lead sparring partner (Henry Bruseles). Arum has brought Cotto to the level that he is now the guy people have to earn a shot at. Something you can't accomplish if you waste potentials years trying to be "the fighter that deserves a shot at Floyd the most." Arum, Oscar, etc arent stupid and they will make the fight when it's at it's absolute most profitable point.

Mosley - Part of the reason Shane is getting the cold shoulder now is that he did the same thing to Floyd dating back to 1999. Why would Floyd want to give Shane the oppurtunity for a huge pay day when Shane never did it for him? On top of that Shane was still at 154 at the end of last year.

Tszyu - Following his second victory over Mitchell, Tszyu stated in the post fight interview he wanted to unify in a big PPV fight against Arturo Gatti. Before doing that Tszyu had to make a mandatory defense paid for hansomely by Frank Warren. Floyd even back in 2005 was in no position to just demand fights with whoever he wanted. What better way to corner Tszyu than take the belt he wants? No fighter in their right mind would pass up the oppurtunity to make a PPV debut in a sold out Atlantic City arena. Tszyu unfortunately didnt come through on his end of the deal.

Margarito - The entire hype of Margarito was manufactured to make it seem like a spectaluar win when Bob Arum pitted him against his thoroughbread Cotto. A fight he still feels the need to push even after Margarito has lost his belt. Arum was openly angry in interviews that Margarito went against his wishes and looked to defend his pride against Williams. The supposed 8 million dollars offered to Floyd would have not been worth it considering what it might have prevented. It would have given Bob Arum promotional rights which also means a Top Rank pay per view. The previous of which for Margarito grabbed a whopping 13,000 buys. HBO has invested to much in Floyd's career to allow him to fight elsewhere. They were smart enough to have Baldomir fight Gatti so he was somewhat marketable. The linear welterweight championship was a very important bargaining chip in making a fight with Oscar successful. That way it would be Oscar against the welterweight champion; makes it seem all that much more historic. Promotional ties at any level with Top Rank or Bob Arum could have potentially kept Oscar (who at the time was not willing to work with Arum) from dealing with Floyd.
