He definitely hit much harder at lighter weights. I'd say he had good power there. At higher weights he's probably below average and isn't going to dent too many chins. But that's also a side effect of his evasive style. To generate true power you have to plant your feet and if you're being fleet-footed and working defence its a harder thing to do.
