When you say quality, I'm taking it like its at least top 10-15 welters........those that could give a champion a run for their money.
A quality welter to me would'nt be someone that has'nt proven himself against top 10 competition.

....for instance, Chavez Jr. could be considered a quality junior middle......but he's certainly not a proven quality jr. middle.....more like an up an comer with aspirations.

....I certainly could see Pacquiao dominate someone like Chavez Jr. quality.
