A 12 year old girl could finish an armbar on whomever has the biggest arms in the world. The hips in this example could still produce more than enough force to prevent a full extended arm from flexing. The issue would be how one enters into this position to finish.

The size and strength difference between Wlad and Rousey is literally about the same as an average man vs about a 9 or 10 year-old. As has been stated here, the armbar isn't even her main problem, it's getting him in a position to do it. Even with her elite level judo, taking down someone so much bigger than her would be incredibly difficult. I'd rule out flying armbars as they are very low percentage when your opponent is the same size, never mind twice the size of you.
