You have it backwards. The question you should be asking is "Does Parker deserve a title shot". Ruiz has absolutely no need to do a rematch with Parker unless he earns a title shot.

Ruiz is now the unified HW champion.
Parker has lost two of his last 3 and it can be argued he really should have 3 losses in his last four. (close fights and decisions aside)

Ruiz has no reason to come on bended knee begging for a rematch. Parker honestly isn't even in the position to request a title fight at the moment.

 

and boom just like that Parker gets his title shot again.

fair play to him, probably didnt expect a payday or the shot at a few belts so easily.
