Does Ward think he is a better fighter than Kovalev?

    Simple question.

I personally feel that he would rematch Kovalev without hesitation if he feels he would win conclusively and that he is the better fighter.

Floyd had a close one with Castillo...He fought and won a clear one the next fight. Also look at Froch Groves. Does anyone mention the 1st fight? No..they mention Groves getting laid out.

Maybe Ward will rematch him and maybe he is trying to make him sweat or negotiate for a better deal. He just isn't coming across as someone who actually feels they can win in a more convincing manner in a second fight.

Of course he doesn't. If he did, he wouldn't have so much trouble to just accept the already signed for rematch.
The vast majority people that saw him "win" were the ones that predicted he would beat or even school Kova, while many of them even saw him lose and admitted such.
