Hard to make a case for him not to, especially given the recent inductees. He is a 5 time world champ, which is impressive. I say yes.

He shouldnt get in. I was a big fan of Judah but he let me down more often and more consistently than any fighter I can think of. The guy had huge potential his maturity and ring smarts just werent there and those two things bring all of the other pieces of the puzzle together. Nope, you dont get in on unrealized potential IMO. As for him being a five time champion... pffff. Whatever. He was a legimate undisputed WW champion (not a bad achievement at all) for less than a year. That is the sum total of his championship resume. Those other "championships" were meaningless and illustrative of just how easy it is to become a champion today. I mean Jan Bergman and Kaizer Mabuza???
Hard to believe he's a 5 time champ. But this is the era of watered down alphabet soup. But, if Brian Mitchell can make it with a good record albeit having faced average competiton, Zab can make it with a less than stellar record but having faced very good completion over a long period of time. But, let's face it, Zab lost almost all of this biggest fights.
Zab Judah: Won light welter title, successfully defended it 5 times. Lost title. Won light welter title again, successfully defended it once. Moves up in weight. Won Welterweight title, successfully defends it once. Lost title. Wins light welter title again. Lost title. Ray Mancini: Wins lightweight title, successfully defends title 4 times. Lost title. That's it. Like I said, Zab's case is as good as many.
I don't think he deserves to get in and his spotty conduct might be what invalidates him. With that said, his career has more to it than winning a few meaningless titles against disposable opponents. He accomplished some decent things even if Mabuza and Bergman were nothing special: (1) avenged the Spinks loss spectacularly in a big fight (2) Took Junior Witter, Mathysse (close but deserved imo), and Paris' zero. Even though he barely beat Lucas, he made Witter look like a fool and beat the sh it out of Paris. Paris was supposed to roll through him. 3. Beat Corley and Millet, respectable second tier fighters who held belts, Corley at the time of the fight. 4. Beat Green and Ward, solid contenders, in good showings. 5. Gave cotto and Garcia tough fights.
