At first, Frazier was legit Olympic Gold medalist, guy who had won vs Ali in 1 fight and when fight Foreman vs Frazier had been scheduled Foreman was an underdog according to enough high number of US media. Battle of 2 Oympic Gold medalists, undefeated professional boxers and both of them were this kind of boxers.
How someone might call Frazier as paper?

 

He’s a paper champ because he never took the championship from the champion which was Ali. That’s how you get a championship, beat the champ.

I don’t recall Ugas beating Pac, nor does most people think he would beat Pac, so not only is he not champ because he didn’t do it but he doesn’t even have the confidence of the people to think he could do it. That’s the very definition of a champion only on paper.
