i dont consider penalosa as limited. he usually has problems dealing with tall rangy boxers who can fight on the outside, but that does not mean he is limited.
he is one of the best pure boxers that philippines has produced. viloria does not even compare to the solid technical skills that gerry possesses.

Gerry main weakness are runners. Thats it.

 

technical skills of gerry is much more superior...i agree with you..in one of the fights of penalosa in florida, roy jones applaud him for his skill. he even trained with jones...

but i would still say his overall ability is limited otherwise, he could have won his rematch fight with tokuyama and the ever boring cho

 

but pacquiao would inflict more damage that would cause him to win more rounds..what is trying too say is that darchinyan and montiel can even match up with him round per round
