Duran without any doubt. He had everything to beat Valero, who wasn't quick and elusive fighter by any means.
Through his first 27 fights at light weight Duran fought nothing but bums, Valero fought the far superior fighters through his short 27 fight career. If Duran got better logic would dictate Valero got better. Historically speaking people will say Duran was clearly better than Valero. But in the real world Valero proved much more through the same around of fights. The first real fighter Duran fought was Buchanan who was a cute fighter, no punching power and his record is extremely padded. Most people will just look at the wins and not look at who the fighter fought. Esteban De Jesus knocked down Duran in the first round of the fight they had. De Jesus wasn't nearly the puncher Edwin was. If he could do it then Valero could do it as well. If anything Duran who come into the fight believing he was so macho and trade may not make it through 6 rounds. Duran became a better boxer as years went along and as we know Edwin died young so we really can't judge both of their careers as wholes.
Valero died when he was 28, 2 months after his last fight. He had 27 fights. Duran started his career at 16 where he weighed 119 pounds. In his 28th year, he had had more than 65 fights and had stopped 2 fellows that beat Alexis Arguello in Marcel and Fernandez, twice stopped DeJesus, beat Carlos Palomino at welterweight and stopped Buchanan. It's clear that Duran accomplished a lot more than Valero did at the same age. Valero was naturally a little smaller than Duran, was pretty easy to hit and wasnt the cutie that would trouble Duran at the higher weights. The best version of Cholo would have knocked the best version of Inca out.
Duran beats him worse than Valero beats his wife. Duran by mid rounds tko Valero was a good fighter, but in a weaker era than Duran dominated.

I stated in his first 27 fights Valero fought better people than Duran did in his first 27 fights. I didn't say who fought the better opponents in their first 27 years of living or in their whole careers. Clearly Duran fought better opponents in his career but not it in his first 27 fights. Valero was only slightly lighter shorter than Duran and was never knocked. Does that mean Duran couldn't knock him out? No but why would you just assume that? Because Duran's career lasted longer? The point is through his first 27 bouts he knocked out all 27 opponents. Most of them were bums. In Duran's first 27 fights he wasn't nearly the puncher and faced mostly bums. Duran could be hurt and was hurt by 130 pound fighters and was knocked down by them. Valero was a bigger puncher than those fighters. Duran wanted to prove he was macho which means he wouldn't just try to use boxing skills which he clearly didn't have in his first 27 bouts. That Duran would lose to Valero. If you are talking about Duran latrer on in his career then he could win and maybe he wouldn't be Valero died well before he got to that level.
