I rate Pacquiao as the second greatest welterweight of all time because 1) the man has no business at welterweight and 2) he went on an insane run and the only way he was beaten was due to corruption (Bradley I) or performance-enhanced drug users (Marquez and Mayweather). One guy who didn't win (Rios) was on diuretics. If you consider that Pacquiao fought cheaters and was robbed, he is unbeaten at welterweight.

Nah. His run at welterweight isn't that great. Best bantamweight to featherweight maybe, although he didn't spend enough time at any weight to have one of the best records for any one weight class.

It's a shame his record isn't better at welterweight though. Imagine if instead of fighting Rios, Alghieri, and two of the Bradley fights he'd fought Brook, Khan, and Thurman.

I hope you get banned for the PED users comment, neither fighter has tested positive as far as I know so for you to suggest it is disgusting in my opinion, just like it was disgusting when people questioned Pacquiao and his super human performances.

Also Pernell Whitaker would have beaten Pacquiao, no doubt in my mind.

    Of course it is.

    Oscar De La Hoya
    Miguel Cotto (significant size disadvantage)
    Shane Mosley (significant size disadvantage)
    Joshua Clottey (significant size disadvantage)
Brandon Rios (PEDs + significant size disadvantage)
    Chris Algieri (significant size disadvantage)
    Jessie Vargas (significant size disadvantage)
    Juan Manuel Marquez (PEDs)
Floyd Mayweather (PEDs + significant size disadvantage)

You had 2 certified (3, if you count Bradley, who is borderline ATG w/ his win over a rampaging, roided Marquez) elite, A+ talent ATGs needing to roid to fight Pacquiao.

    Are you dumb?

Marquez exploded in size (muscle) and was punching with insane, concussive force. Then he showed up the Alvarado fight w/ massive amounts of acne and boils across his chest and back. Plus Memo.

And then you had Mayweather, who had Ariza and Memo, supposedly becoming so "severe dehydrated" that he needed 750 ml of banned IV fluids, given a TUE by USADA, the same organization that suspended and fined BJ Penn for receiving IV fluids under the care of a doctor, with formal notice, and during out-of-competition training.

I'm not saying that he wasn't at a significant size disadvantage at welterweight or what he accomplished there wasn't impressive. I'm saying that either head to head or resume wise he isn't top ten at that weight.

Is Pacquiao a PED cheat? I am not suggesting it but I will flip the question..

Started out a flyweight and was knocking some big men around like rag dolls at one point in his career.

Since Pacquaio was seriously questioned and eyebrows raised he hasn't had a KO in nearly 7 years so where has that one punch Hatton KO power gone?

Because if it was natural it would be the last thing to leave him, that savage KO power.

So I will ask you, has Pacquiao ever used PED's?

Pacquiao's power at welterweight wasn't all that.

Pacquiao hit Cotto w/ everything but the kitchen sink and COULDN'T get Cotto out of there. Cotto could have EASILY made it to the final bell, but Bayless granted the mercy TKO.

Pacquiao hit Antonio Margarito w/ everything but the kitchen sink and COULDN'T get him out of there despite the broken eye. The referee was a sadist, but this could have easily been a TKO victory, which would have silenced the no KO in 7 years talk.

    Bradley, unKOable.

    Clottey, a tank and unKOable.

Rios, unKOable until he came in fat and untrained (even Bradley shrugged his shoulders and looked embarassed).

Mosley, unKOable (Mundine TKO was a shoulder injury).

Chris Algieri was out on his feet in Round 9. When Pac went in to finish him, the ref bizarrely pushed Pac off of Algieri. Pac thought that the fight had been stopped. Could have easily been a TKO victory.

Pac broke Marquez's face and made him do a dance before he walked into that roided right hand. Marquez likely would have been stopped in the next few rounds (Marquez and Memo have both acknowledged this).

So post accusation, Pac could have had legitimate TKO victories over Margarito, Algieri, and Marquez.
