    in the third fight vs Marquez roach asked Marquez to take the test he replied ill take any test as long as Pac takes the same test, testing was never brought up again

    The best welterweights had good success at middleweight and beyond. The best welterweights started at welterweight and moved up. Pacquiao started at minimumweight and moved up 8 divisions. Somewhere around 4 or 5 divisions up was probably his best weight. At welterweight he was undersized and only half as good. That he was still arguably the best welterweight in the division for a couple of years is remarkable, but he wasn't as dominant there as say Tommy Hearns or Ray Robinson. He would have been a hard out for Ray Leonard, Emile Griffith, or Jose Napoles, but I think they had too much size advantage for him being naturally closer to welterweight and their size would tell. Pound for pound they aren't as good as him, with the exception of Leonard, but at that weight in a head to head contest I would bet on them.

    When we're talking about the greatest 'welterweights' of all time, we're ranking boxers as welterweights, in that weight class so he can't be considered the greatest welter. Although it is true, he can be considered a greater welterweight than he otherwise would be considered, simply because of his very small size and the fact that he had no business at welterweight.

    Again, people must not confuse best with grea

    He is a former lineal Flyweight world champion who became an ATG Welterweight regardless, which IS the greatest achievement in boxing history

    I am a big pacman fan.
    Pacman is the second greatest welter of his era. Floyd Mayweather is the greatest welter of this era.

    That's great that you gave mention to Barbados Joe! Sadly, he wouldn't do well against the elite WW's in different eras as he was a VERY small man at 147 lbs.

    Pacman isn't in the top 10 WW's of all time, let alone #2. When you start thinking of the best fighters ever in a division, you should combine what they have done resume-wise with how well you'd imagine they'd do in hypothetical H2H matchups. Pacman hasn't done enough resume wise at 147 and against the very best in the history of the division, he probably wouldn't beat any of them. That starts with guys from the 20's like Mickey Walker, Homicidal Hank in the 30's, Burley and Ray Robinson in the 40's, Griffith and Napoles later on in the 60's/70's, than obviously guys like Hearns and Ray Leonard in the 80's, Whitaker in the 90's, and Mayweather of this era.

    All those men I mentioned accomplished more than Pacman did at 147 lbs, and as far as H2H goes, he wouldn't beat any of them. He's an ATG fighter, just not at 147 lbs.

    I'm not saying he belongs on that list or not, but H2H he would have been a handful for any of those guys.

    That's almost right. But Pacquiao did do more at welterweight than Mayweather and he would have beaten him head to head if they'd fought around 2009 when they were still prime. But otherwise that's pretty spot on.
