I hate Ruiz as much as the next guy, he is a disgrace to the sport. But I am shocked as hell when I look at his record. He's dropped splits to Chag and Valuev twice so he absolutely deserves to be in that company.

Just move 1 to champ and everyone else 1 up for the time being. I'd avocate PW but, like others have said, not staying at 154 in the purest sense means he shouldn't really be champ.
